Bank of Russia Introduces Domestic Test for Qualified Investor Status Ahead of Crypto Market Launch

The domestic test adds to, rather than replaces, existing qualification routes based on income, asset holdings, securities‑market work experience, independent investing experience, relevant degrees, or a combination of these criteria.

Impact on crypto purchase limits

Under Russia’s newly adopted crypto framework, non‑qualified investors may buy up to 300,000 rubles (≈ $3,800) of approved cryptocurrencies per year through a regulated intermediary. Qualified retail investors receive a limit ten times higher—up to 3 million rubles annually.

The qualification change coincides with the rollout of a regulated crypto market scheduled to begin on 1 September. The framework assigns the Bank of Russia supervisory authority and sets licensing deadlines for market participants.
