Bank of Russia Eases Qualified Investor Rules With New Finance Test

The institution introduced a special knowledge test to facilitate citizens reaching the qualified investor status needed to expand their trading volumes. The new rules could expand cryptocurrency investment in Russia, as current regulations limit non-qualified investors’ crypto purchases.

The Bank of Russia announced changes to the criteria for obtaining qualified‑investor status, introducing a domestic financial‑knowledge test and accepting new certification options.

New qualification pathway

Individuals can now qualify by passing a test on financial and banking knowledge and by holding either a Qualifin Certificate from the National Finance Association (NFA) or a Moscow Exchange (MOEX) Investor Certificate, among other acceptable documents. Holding any of these certificates is sufficient for brokers or management companies to recognise the individual as a qualified investor.

Shift from international certifications

Previously, the bank recognised only international certifications in areas such as financial analysis, investment consulting, or asset and risk management. The new regime broadens access and aims to promote financial literacy rather than merely increase the number of qualified investors.

Regulatory context

The changes take effect on August 31, 2026, following recent crypto regulations that impose a 300,000‑ruble (approximately $3,800) annual cap on crypto purchases for non‑qualified investors through a single licensed intermediary. Qualified retail investors face limits ten times higher.

Official statements

Deputy Governor Mikhail Mamuta said the test is intended to make qualified‑investor status “more accessible and deliberate,” emphasizing the importance of understanding risks and managing complex instruments. Governor Elvira Nabiullina previously justified the caps as a protective measure for untrained investors.
