Brazil crypto market faces shrink as under 10% seek Central Bank licenses

Brazil’s crypto market has entered a regulatory shakeout, with industry estimates indicating that fewer than 10% of companies currently operating in the country are likely to seek Central Bank authorization before an October deadline.

Brazil’s new crypto licensing regime is prompting a consolidation of the sector. Industry estimates suggest that only 20‑25 firms will apply for Central Bank authorization and roughly ten may ultimately receive a license, out of an estimated 150‑300 providers operating in the country.

Deadline and consequences

Companies that offered virtual‑asset services before the rules took effect in February must submit the first stage of their authorization request by 30 October. Those that miss the deadline will have 30 days to cease operations.

Capital and compliance hurdles

Required share capital ranges from R$10.8 million to R$37.2 million, depending on the business model. Applicants must also meet extensive governance, risk‑management, security, AML and audit requirements. Additional rules, effective January 2027, will demand daily asset‑sufficiency reporting and longer holding periods for large cross‑border transfers.

Market exits and restructurings

  • Bitnuvem, NovaDAX and Digitra.com have closed or transferred customers to Foxbit.
  • BTG Pactual integrated its Mynt platform into its existing banking structure.
  • Bitso shifted its retail model to a partnership with Mercado Bitcoin, focusing on institutional services.
  • Coinext ended its retail trading and custody business, citing the regulatory environment.

Industry reaction

Some executives view compliance as essential for sector maturity, while others warn that high thresholds could exclude smaller innovators. Ripple’s Latin America policy director highlighted concerns about the rapid sequencing of rules.

Bank participation

Major Brazilian banks—Itaú, Bradesco, Santander, Banco do Brasil and Nubank—continue expanding crypto offerings under existing licences, with Nubank serving over 7 million customers and offering 28 digital assets.

Outlook

The final number of authorized crypto service providers will become clear after the 30 October filing deadline, with expectations of further closures, customer migrations and partnerships as firms decide whether to pursue a licence or operate through regulated intermediaries.
