Circle launches Arc mainnet with institutional validators
Circle opened the public mainnet of Arc, a permissioned Layer 1 where gas fees are paid in USDC and block production is handled by a consortium of regulated financial institutions, including BlackRock, Visa and DTCC.

Validator consortium
The initial validator set includes eleven institutions—BlackRock, the Depository Trust & Clearing Corporation (DTCC), Galaxy, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation, Visa and Worldpay—plus Circle itself. The validators operate under a proof‑of‑authority model using Tendermint BFT, delivering deterministic finality in under one second and throughput above 3,000 transactions per second.
Gas model and performance
Arc’s gas fees are denominated in USDC with 18 decimals, eliminating a volatile native gas token. The network targets a base fee of roughly $0.01 per transaction, capped at 20,000 Gwei, and uses an EIP‑1559 style fee mechanism to smooth spikes. Weekly average transaction costs reported on the landing page are about $0.045.
DeFi and application ecosystem
More than 100 applications are live at launch, including major DeFi protocols Aave, Morpho and Uniswap. Aave is deploying a V4 lending market on Arc, while Morpho supplies credit infrastructure. Trading is supported through DEXs such as Aero (a merger of Aerodrome and Velodrome) and a range of partners including 1inch, Robinhood and Pools.trade.
Token minting and distribution
Circle minted 10 billion ARC tokens as a genesis supply. The whitepaper allocates 60 % of tokens to ecosystem incentives, 25 % to Circle and 15 % to a long‑term reserve. Early‑phase inflation is set at roughly 2‑3 % per year on a decaying schedule. A $222 million presale raised funds at a $3 billion fully‑diluted valuation, with investors such as a16z crypto, BlackRock and ARK Invest.
Future roadmap
Circle describes the current proof‑of‑authority design as a technical milestone and indicates a possible transition to proof‑of‑stake in 2027. Additional features under development include opt‑in privacy via confidential transactions and post‑quantum signatures.
