Coinbase CEO Says Crypto Rule Clarity Will Arrive Whether or Not CLARITY Act Passes
Brian Armstrong expects the SEC and CFTC to publish crypto regulations even if the Digital Asset Market Clarity Act fails to clear the Senate cloture vote on Sept. 15.

Coinbase chief executive Brian Armstrong told CNBC that the United States will receive clearer federal crypto rules regardless of the outcome of the Senate’s cloture vote on the Digital Asset Market Clarity Act (CLARITY Act) scheduled for Sept. 15.
Regulatory path forward
Armstrong said the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) are prepared to issue their own rulemaking if lawmakers do not advance the legislation. He added that a passage would provide a statutory framework, while a failure would trigger agency‑driven rules within days of the vote.
Key provisions of the CLARITY Act
- Creates a federal market structure for digital assets.
- Assigns securities‑type tokens to SEC oversight.
- Places decentralized digital commodities such as Bitcoin under CFTC jurisdiction.
- Imposes federal requirements on exchanges, brokers and other market participants.
- Includes ongoing negotiations on stable‑coin rules and ethics requirements for elected officials.
Political hurdles
The Sept. 15 vote is a procedural cloture vote that requires 60 senators to move the bill forward. Disagreements remain over ethics provisions for officials’ digital‑asset holdings and stable‑coin reward mechanisms. The shortened congressional calendar adds pressure before the November midterm elections.
Armstrong’s outlook on Bitcoin
Armstrong reiterated his long‑term price target of $400,000 for Bitcoin by 2030 and said the current market cycle’s bottom is already in.
Emerging focus on agentic finance
Beyond regulation, Armstrong highlighted “agentic finance” – payments made by autonomous software agents – as a growth area for Coinbase. The company’s infrastructure relies on its Base blockchain, the USDC stablecoin and the x402 payment protocol, which together have processed over 165 million agentic payments.
