A Hong Kong court has jailed a former China Construction Bank (Asia) relationship manager for four years after he took more than $470,000 in Tether (USDT) to authenticate forged bank instruments with a stated value above $1.6 billion.
A Hong Kong court sentenced former China Construction Bank (Asia) relationship manager Lam Chun-yin to four years in prison for a crypto‑bribery scheme that involved forging bank guarantees worth over US$1.6 billion.
Background of the offender
Lam, 32, worked in consumer banking at a retail branch in Causeway Bay. His role did not include handling letters of credit, and the bank never authorized him to issue such documents.
How the scheme operated
The scheme was linked to Vesttoo Limited, an overseas fintech platform that facilitated insurance‑related investment deals. Investors on the platform were required to post bank‑issued standby letters of credit as guarantees. In early 2022, Yu Po Holdings Limited became an investor through Vesttoo.
A crime syndicate arranged for Lam to pose as the bank’s contact for issuing these guarantees. Between April and June 2022, Lam collaborated with a Vesttoo department head and other associates to accept more than US$470,000 in Tether (USDT) as bribes. He then authenticated multiple forged standby letters of credit and two collateral letters that falsely claimed to be issued by Yu Po.
Bank’s response and investigation
China Construction Bank (Asia) discovered the fraud during an internal audit, filed a corruption complaint with the Independent Commission Against Corruption (ICAC), and fully cooperated with the investigation. The ICAC confirmed that neither the bank nor its affiliates had issued any of the alleged documents.
Legal outcome
Judge Ernest Lin Kam‑hung considered a six‑year term as a baseline but reduced it by one‑third due to Lam’s guilty plea. In addition to the prison term, Lam was ordered to repay approximately HK$3.7 million to the bank, matching the value of the bribes.
Wider crypto enforcement in Hong Kong
The ICAC has applied for arrest warrants for additional individuals linked to the case. Hong Kong authorities have been active in virtual‑asset enforcement, freezing HK$480 million in digital assets in 2025 and prosecuting 16 people in a separate fraud case involving a virtual‑asset trading platform, which affected over 2,700 victims and resulted in losses exceeding HK$1.6 billion.
