Only Four Crypto Exchanges Await Central Bank Approval in Brazil

With a little over a month until the new crypto regulatory regime’s deadline, local sources indicate that only five VASPs have submitted authorization requests to the Central Bank of Brazil, and one has already been rejected.

Brazil’s new crypto regulatory framework is tightening the market, with a $7.2 million capital requirement and extensive reporting obligations. As the October 30 deadline approaches, only a handful of virtual asset service providers (VASPs) have applied for operating licenses.

Applications and Rejections

According to local reporting, five VASPs submitted authorization requests to the Central Bank of Brazil. One application was rejected for failing to demonstrate prior operation in Brazil before the February 2 rule implementation date and for not meeting the new capital threshold. The four remaining applications are still under review, though the companies involved were not disclosed.

Industry Impact

The stringent requirements are prompting exits. Argentine exchange Lemon announced it will wind down its Brazilian operations, citing the disproportionate capital needed for its market size. Analysts estimate that only about 10 of roughly 300 existing VASPs have the structure to satisfy the new rules.

Future Applications and Timeline

After the October 30 deadline, additional exchanges may submit applications, but permits could take up to three years to be issued. Existing licensed exchanges can continue operating while their applications are evaluated. Industry groups are lobbying for an extension to the deadline to allow more time for compliance implementation.

Regulatory Outlook

The Central Bank plans to release detailed guidelines on VASP information reporting, further defining the compliance landscape for crypto service providers in Brazil.
