Pakistan Sets September 5 Deadline for Crypto Platforms to Register or Exit

Covered nonfilers must cease affected services, but the rules do not prescribe a universal customer exit sequence.

Pakistan’s Virtual Assets Regulatory Authority (PVARA) has given crypto service providers operating in the country until September 5 to submit a licensing application or cease the services they offer to Pakistani users.

New Licensing Framework

PVARA opened a licensing portal on August 22, following the release of final virtual‑asset service regulations on August 21. Existing providers must apply for a No‑Objection Certificate (NOC), which provides preliminary regulatory clearance and allows them to continue current services while a full license is pursued.

Compliance Requirements

Applicants that submit a complete, timely NOC application may continue offering services, though PVARA can impose interim limits on onboarding, product offerings, transaction volumes, or custody. Firms that fail to apply by the deadline must stop the covered services, and operating without an application after September 5 will be considered an offense.

Scope of the Rules

The regulations target exchanges, custodians, and other virtual‑asset businesses that market to, solicit, or onboard Pakistani customers, or that use Pakistani rupee payment rails. Simply having a website or app accessible in Pakistan is insufficient if the firm does not actively target local users and takes reasonable steps to prevent onboarding.

Current Status of Major Platforms

Binance and HTX have already received NOCs (in December 2025) and can now apply directly for full licenses without seeking additional preliminary clearance. PVARA also announced a regulatory sandbox for testing new products, though participation does not guarantee eventual licensing.

For customers, the immediate effect depends on whether their platform secures an NOC. Non‑compliant providers must halt the covered services, but the rules do not dictate a single process for winding down trading, withdrawals, or custody accounts. Licensed providers must keep customer assets segregated, maintain withdrawal channels, and ensure orderly wind‑down procedures.
