Russia’s New Crypto Law Takes Effect, but Market Infrastructure Remains Incomplete

Most provisions took effect Sept. 1, but draft rules and a July 2027 transition limit what can operate now.

Russia’s Federal Law No. 282-FZ entered into force on September 1, formally integrating cryptocurrency into the country’s supervised financial system. The law permits regulated investment and cross‑border use of digital assets through licensed brokers, exchanges, management companies, digital depositories and organized trading venues.

Regulatory framework vs. operational readiness

While the legal framework is now in place, many of the required operational rules are still being drafted. The Bank of Russia must finalize guidelines on which cryptocurrencies retail investors may purchase, how trading venues calculate prices, and the capital requirements for digital depositories. Firms have until July 1, 2027, to obtain the necessary licenses and achieve compliance.

Limited use cases for crypto

The law does not permit everyday payments with cryptocurrencies. Bitcoin, stablecoins and other digital assets remain prohibited for buying goods and services within Russia. Their allowed use is confined to cross‑border settlements by exporters and importers, and future investment through supervised intermediaries.

Retail investor restrictions

When broader access is granted, non‑qualified retail investors will need to pass a qualification test and will be limited to purchasing up to ₽300,000 of eligible cryptocurrency per year per intermediary. Qualified investors must also pass a test but face no monetary cap.

Draft list of eligible assets

The central bank has proposed a shortlist that includes Bitcoin, Ethereum and Tether’s USDT, but this list is still part of a draft ordinance and not yet finalized.

Staggered rollout timeline

Several provisions of the law will not become effective until July and September 2027, meaning September 1 marks the start of legal certainty rather than the full opening of a functional market. The next phase depends on the Bank of Russia issuing detailed operating rules and licensed firms establishing trading venues.
