UK FCA Sets Timeline for New Crypto Authorization Regime

The UK Financial Conduct Authority (FCA) released final perimeter guidance on September 16, clarifying which crypto‑related activities will need authorisation under a new regulatory regime that begins on 25 October 2027.

Activities covered by the guidance

The FCA’s guidance assesses functions rather than company descriptions. Firms must evaluate each service they provide to determine whether it falls within the new perimeter, which includes:

  • Issuing qualifying stablecoins
  • Operating crypto‑trading platforms
  • Dealing in digital assets
  • Arranging transactions in cryptoassets
  • Safeguarding cryptoassets
  • Providing staking services (depending on the model)

Impact on existing registrations

Current FCA registrations and anti‑money‑laundering registrations will not automatically transfer to the new framework. Companies holding other regulatory permissions may need to apply for a variation of permission if they intend to conduct any of the regulated crypto activities.

Transitional arrangements

Firms that submit an application by the 28 February 2027 deadline may qualify for transitional mechanisms that ease the shift to the new rules. Applications received after this date will not be eligible for those arrangements.

Support for firms

The FCA will offer pre‑application meetings and webinars to help companies understand the FCA Handbook, prudential requirements, and the authorisation process.

International scope

Overseas firms providing regulated services to UK customers—such as US exchanges, custodians, stablecoin issuers and staking providers—will also need FCA authorisation. Existing US licences do not replace the UK requirement.

Future regulatory work

Beyond the October 2027 launch, the FCA plans consultations on qualifying stablecoins, proprietary trading, market‑making, certain technology providers, decentralized protocols, and tokenised assets. Parliament has also mandated a national digital‑asset strategy to be prepared within 12 months of the Financial Services and Markets Bill becoming law.
