Britain’s Financial Conduct Authority (FCA), together with HM Revenue & Customs (HMRC) and the Metropolitan Police, issued cease‑and‑desist orders to traders at three London locations operating illegal peer‑to‑peer (P2P) cryptocurrency businesses. The coordinated action signals a shift from a historically light‑touch approach to more active enforcement as the UK’s crypto regulatory framework approaches full implementation.

Enforcement action on unregistered P2P operators

The FCA confirmed that no P2P crypto businesses are currently registered in the United Kingdom. Operators working outside the FCA registration regime avoid controls designed to detect and prevent money laundering. The agency’s joint operation resulted in letters ordering the three premises to stop all illegal crypto trading activities.

Regulatory framework timeline

The UK cryptoasset regime will come into full effect on 25 October 2027. Firms may apply for FCA approval between 30 September 2026 and 28 February 2027. The recent guidance clarifies the regulatory perimeter, covering activities such as issuing qualifying stablecoins, operating exchanges, dealing and coordinating trades, safeguarding digital assets, and staking.
