On September 15, the Senate voted 49‑50 against cloture on H.R. 3633, halting the CLARITY Act’s progress. The vote leaves the broader federal framework for digital assets unresolved.

Ripple highlighted two prior regulatory determinations: a 2023 court ruling that XRP is not a security, and a March 2026 joint interpretation by the SEC and CFTC that classifies XRP as a digital commodity.
