21Shares has outlined a four‑pillar framework for evaluating XRP, focusing on regulatory clarity, institutional access via spot ETFs, on‑chain utility, and the asset’s fixed supply.

Regulatory Clarity as a Foundation

The firm points to the resolution of the Ripple Labs‑SEC litigation in August 2025 as a key milestone. The district court’s judgment, including a $125 million civil penalty and an injunction against unregistered securities offerings, remains in effect, providing a clearer legal backdrop for XRP.

Institutional Access Through Spot ETFs

Seven U.S. spot XRP ETFs launched in November 2025, with the first, REX‑Osprey’s XRPR, debuting on September 18 2025. The ETFs attracted $1.3 billion in the first month and have accumulated over $1.70 billion in net inflows as of early September 2026. Institutional holdings reported via Form 13F show fluctuating exposure, with Goldman Sachs holding $153.8 million at the end of 2025, exiting in Q1 2026, and re‑entering by June 30 2026 with $87.45 million.

Utility and On‑Chain Activity

21Shares estimates that the XRP Ledger (XRPL) processed close to $0.5 trillion in on‑chain value over the past year. Tokenized assets on XRPL, including the RLUSD stablecoin, are reported at roughly $1.6 billion, while broader tokenized real‑world assets total about $4 billion across more than 500 products. New token standards on XRPL enable supply caps, holder approvals, transfer restrictions, freezes and clawbacks, enhancing compliance for institutional issuers.

Fixed Supply and Burn Mechanism

All 100 billion XRP were created at launch. Transaction fees burn a small amount of XRP, with 21Shares estimating over 14 million XRP burned to date. Scheduled escrow releases can affect circulating supply but do not increase the overall cap.

While XRPL activity is growing, 21Shares notes that higher settlement volume does not automatically translate into sustained demand for XRP, as institutions may hold the token only briefly for settlement purposes.
