Proposed XRPL Sponsorship Upgrade May Shift XRP Ownership to Institutions
A pending XRPL amendment would let banks and fintechs cover XRP reserves and fees for users, potentially concentrating XRP holdings on institutional balance sheets instead of retail wallets.

A new amendment to the XRP Ledger (XRPL) – the Sponsor amendment based on the XLS‑68 Sponsored Fees and Reserves proposal – would allow a company to pay the account reserves and transaction fees for another XRPL user while the user retains control of their private keys.
How sponsorship works
Under the proposal, a sponsor (e.g., a bank, issuer or platform) would hold the XRP needed for the base reserve (currently 1 XRP per account plus 0.2 XRP per owner‑reserve unit) in its own account. The ledger would record that the sponsor is responsible for the obligation, letting customers interact with tokenized assets, payments or other applications without ever acquiring XRP.
Potential impact on XRP distribution
If widely adopted, the model could concentrate the network’s reserve requirements among a smaller group of institutional sponsors. For example, a firm supporting 1 million customers could carry roughly 1 million XRP of reserve obligations, rather than spreading that amount across individual retail holders.
Balance‑sheet considerations for sponsors
- Reserves remain locked in XRP until the sponsored account is deleted or the sponsorship is transferred.
- Customers who never held XRP may need a transfer from the sponsor to take over the reserve if sponsorship ends.
- Institutions must model churn, fee consumption and the ability to unwind reserve commitments.
Current status
As of the latest data, only six validators support the amendment, far short of the 29‑validator threshold required for activation. No activation date has been announced.
Open questions
The upgrade could enable broader XRPL adoption without creating new retail XRP holders, but it does not guarantee additional XRP demand. Institutions could use existing XRP balances to sponsor users, or they might need to acquire more tokens depending on the scale of their commitments.
