CZ backs Hong Kong as RWA and DEX growth hub
CZ backed Hong Kong as a Web3 hub and predicted faster RWA and DEX growth as regulators advance rules for tokenized finance.

Binance founder Changpeng “CZ” Zhao highlighted Hong Kong’s potential as a hub for real‑world asset (RWA) tokenization and decentralized exchange (DEX) expansion during a book‑meeting on August 27.
Regulatory progress in Hong Kong
Hong Kong’s Securities and Futures Commission reported that 13 tokenized products were authorized for public offering by March 2026. The city has introduced a regulatory framework covering exchanges, stablecoins and tokenized securities, and the Hong Kong Monetary Authority is running the EnsembleTX pilot of Project Ensemble, which tests transactions involving tokenized deposits, funds, bonds and other assets throughout 2026.
CZ’s outlook for tokenized finance
CZ said tokenized securities and other RWAs are likely to become a major development direction for Web3, offering broader access beyond traditional market hours. He also classified stablecoins as a form of RWA because they represent fiat‑linked claims on blockchains.
Prospects for decentralized exchanges
The founder noted that DEXs have evolved from early platforms such as Uniswap and PancakeSwap to newer venues like Hyperliquid. He suggested that easing U.S. regulatory pressure could accelerate DEX growth, though he did not announce any specific Binance projects.
Broader market and regulatory context
U.S. regulators issued a joint crypto‑asset interpretation on March 23, aiming to clarify classifications for securities, commodities, sanctions and anti‑money‑laundering rules. While the guidance does not grant blanket exemptions, market data show DEX spot volume reaching roughly 24 % of covered centralized‑exchange volume in July.
Future steps
Hong Kong will continue implementing its tokenized‑product framework, expand the EnsembleTX pilot and develop a licensed stablecoin market. In the United States, further SEC and CFTC rulemaking will shape the compliance pathways for decentralized platforms.
