Ethereum Foundation Highlights Two Must‑Ship Proposals for Hegotá Upgrade

The Ethereum Foundation has announced that two Ethereum Improvement Proposals (EIPs) are deemed essential for the upcoming Hegotá network upgrade. The proposals, EIP‑7805 (FOCIL) and EIP‑8141 (Frame Transactions), are positioned as the primary consensus‑layer and execution‑layer changes, respectively.

Key proposals

• FOCIL (EIP‑7805): Provides a mechanism for users to have eligible transactions included without relying on centralized block builders, enhancing censorship resistance.
• Frame Transactions (EIP‑8141): Introduces native account abstraction and a pathway toward post‑quantum authentication, with potential privacy‑focused building blocks.

Ranking process

The Foundation evaluated 62 EIPs with input from roughly 60 researchers and engineers in its Protocol cluster. This marks the first unified ranking from the cluster, replacing earlier separate team opinions.

Additional proposals

Beyond the two headline proposals, 15 EIPs received an A‑tier ranking, indicating they are expected to ship unless development or testing constraints arise. Eight proposals remain candidates, seven are placed below the line but not excluded, and 28 were declined. Two proposals are pending further data from the preceding Glamsterdam upgrade.

Upgrade timeline

Client teams may begin implementing Hegotá in late 2026, following the Glamsterdam upgrade, which focuses on scalability and base‑layer improvements. The last major upgrade, Fusaka, launched on 3 December 2025 and introduced scaling and usability enhancements, including the PeerDAS feature for rollup data handling.
